Section 508 (h) Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. 


The table below is a data table with two or more logical levels of column headers.  As noted for Rule G., there is no identification contained within the column or row headers.  Additionally, this table has two levels of column headers (the totals for "Under 45 years" and "65 years and over").

Ids used at the table header, column and row level would enable a non-sighted person using a screen reader to keep track of where they are within the data.
