Section 508 (o) A method shall be provided that permits users to skip repetitive navigation links.

TOC: A - B - C - D - E - F - G - H - I - J - K - L - M - N - O - P These navigation links have no "skip links" functionality; therefore the non-sighted user has to hear them over and over again every time they select a page.

The sighted user has the advantage of being able to skim - to read ahead and visually race over what is not of interest.
